Is ECEM ready for REACH?

REACH in a nutshell

REACH is the new EU chemicals legislation which is in force since June 1, 2007. It’s a system for the Registration, Evaluation, Authorisation and Restriction of Chemicals. It aims to ensure a high level of protection of human health and the environment from exposure to chemicals while enhancing the competitiveness and innovative capability of the EU chemicals industry. REACH will reverse the burden of proof. The public authorities will not be any longer responsible for showing the hazardousness of chemicals but the industry (EU-manufacturers and EU-based importers of substances in particular) will have to demonstrate the safety of chemicals on the market.

Time line

• 1 June 2007REACH came into force.
• 1 June 2008Pre-registration for existing (‘phase-in’) substances starts.
  Registration for new (‘non phase-in’) substances starts.
• 30 November 2008Pre-registration for ‘phase-in’ substances ends.
• 1 December 2008Registration for existing substances (that have not been pre-registered) starts.
• 1 January 2009List of pre-registered substances published and SIEFs are formed.
• 1 June 2009First recommendation of priority substances to be considered for authorisation published by ECHA.
• 1 December 2010phase 1
  By this date the following pre-registered ‘phase-in’ substances should have been registered when supplied at: ≥ 1000 tonnes per annum (tpa) or ≥ 100 tpa and classified under CHIP as very toxic to aquatic organisms or ≥ 1 tpa and classified under CHIP as Cat 1 or 2 carcinogens, mutagens or reproductive toxicants.
• 1 June 2013phase 2
  Deadline for registration of substances supplied at ≥ 100 tpa.
• 1 June 2018phase 3
  Deadline for registration of substances supplied at ≥ 1 tpa.
